Frank van Hattum continued playing in the national league well into the 1990's.
His last match for the All Whites was in 1990 when he went to the Kings Cup in Ian Marshall's first outing as New Zealand coach. However, this was not an A international matche.
His last game before 1989 was agaainst Dynamo Minsk in 1987.
As mentioned above his last A international ws against Australia in 1986.

Do you reckon there's still a chance he may have been selected for that particular WC qualification squad then, as video evidence seems to suggest that so could be the case?

If I were to make an uneducated guess as to who the other two (goalkeeper excepted) non-playing substitutes that day were, I'd say Rodger Gray and Nigel Debenham.

My memory is that he was asked to come in as backup for at least the third part of that campaign (the home games) and possibly the second part too (away to Australia and Israel). And it looks like him. But I could be wrong.
Marty Jennison played the Taiwan games. But I'm not sure if he benched for these games or not.

Yes, Marty Jennison would appear to have been at centre-half alongside Garry Lund for the two Taiwan matches. I am quite sure Ricki Herbert was at right-back and Michael Ridenton at left for that pair of games. At least that is my interpretation of the back four from those two ties. Malcolm Dunford came on for Jennison for the final 30 mins in the second of those two matches. The latter, who had played at centre-half during the 4-1 loss in Sydney, where he had indeed scored New Zealand’s goal following a left wing Chris Riley corner and a judgement error by Australia ‘keeper Jeff Olver, had pushed into midfield late in that game, when Rodger Gray had come on for the final ten mins. Dunford would indeed start in central midfield in the home game against the Aussies, where he would score yet again.

'Red socks guy' from another angle - based on what I saw from NZ's journey to Sydney, this must be Dave Witteveen.

Edit: Pics can no longer be uploaded? If not, then I'll just haste to add that the player we've earlier refered to as 'the one with red socks', looking like Frank van Hattum from a distance, would rather appear to be Dave Witteveen (and certainly sporting a 'tache) when seen from a favourable angle.

Please have me excused for constantly arriving with new questions, when it is clear that revealing information about '89 NZ national team football is not always the most straightforward task.

While the referee is Mr Maidin Bin Singah of Singapore, the identity of his two linesmen does not appear to be revealed anywhere. They are all visible in the early stages of the Youtube footage from the game, and I've been offered the suggestion that one of his assistants is one Nadesan Chandra, which I certainly cannot discard. Perhaps is someone among the regulars on here stuck with a copy of the matchday programme from the Australia home tie on 2 April 1989, something which could go a long way to revealing the names of Mr Bin Singah's two linesmen?
