After years of scouring for ageing high-profile stars, European free agents and South American journeymen, A-League clubs will be pushed to look for the best players from countries like India, Vietnam, Thailand and Iraq as part of a new proposal from the Australian Professional Leagues (APL).

The owners and operators of the A-League are seeking to change the visa-player regulations for next season to introduce a specific spot reserved for Asian and Middle Eastern players.


Under the current registration rules, teams are permitted to sign up to five foreign players from anywhere in the world. However, the APL will apply to Football Australia to have the quota amended to four visa-players with the fifth and final spot reserved specifically for players from countries within the Asian Football Confederation – a concept commonly referred to as the “4+1 rule”.

The planned regulations are aimed at encouraging clubs to sign players from countries that have significant diasporas in Australia and within catchment regions of A-League sides, potentially helping clubs attract new fans from migrant communities.

Given the popularity of football among Asian, South Asian and Middle Eastern migrant groups, the A-League side are hoping to tap into new fan bases as well as potentially increase overseas broadcast revenue by having high-profile players from smaller but well-populated football nations.

As far as ideas go, it’s not new. Japan understood the strength of its overseas broadcast rights several years ago and introduced a specific visa-player spot for South-East Asian players (“partner nations”, as the J-League calls them) and Football Australia had flagged the potential benefits in 2019.

But after years of discussion, the proposal is one step closer to being introduced in Australia. The newly independent APL raised the plan among club owners in recent weeks and will seek to introduce the new regulations as early as next season.

“One of the unique selling points of our sport is that if you think about the DNA of football, the game in this country has been built on migrant populations coming to the country and assimilating into the community through football,” APL chief Danny Townsend said.

“That being the case, why aren’t we leveraging our near neighbours who have a significant cohort of migrants in our country and are football first countries?”

In earlier years, A-League clubs often deemed the majority of players from South-East Asian nations and emerging football countries as being below the standard of competition in Australia, while the best few were earning salaries beyond what could fit into the salary cap.

However, the pace of development in Asian football has dramatically changed that perception. Vietnam, Thailand, Lebanon and Syria have all made the final round of qualifiers in recent World Cup campaigns, while the expanded Asian Cup of 2019 proved the gap between the powerhouses and supposed minnows is narrowing significantly.

“We have seen it with the recent Vietnam [against Socceroos] matches, there are players there good enough for the A-League,” Townsend said.

“There are players from India, Thailand, players who resonate with migrant populations and also deliver something different on the pitch.”


Over the past two seasons, attitudes towards Asian players have shown an improving trend in the A-League. Seven Asian players are in the competition this year, all from Japan, while seven took part in the 2020-21 campaign. It’s a significant increase from previous years.

Between 2017 and 2019, just two Asian visa players were contracted in the A-League, but that could become a distant memory should Football Australia grant the APL their wish for an allotted Asian visa spot.

“We would like to see it come into effect as soon as possible. We want to continue to make positive changes, do things differently and take risks. This is one of those calculated risks that is a no-brainer really,” Townsend said.

Possible transfer targets
Sandesh Jhingan, India
While Indian superstar Sunil Chhetri would be the biggest name, he's 37, but still earning a lucrative salary at home, so a move to the A-League may be unlikely. However, the country’s key defender could be a smart buy. The 28-year-old Sandesh Jhingan has been a pillar for the Indian national team and was crowned their player of the year for 2021. Reportedly, he earns up to $375,000 a year playing in India, so he would not be beyond reach for A-League clubs. He’s shown an appetite for moving abroad, signing with Croatian club Sibenik but departing before playing a game due to injury.

Nguyen Quang Hai, Vietnam
Nguyen was just 20 years old when he was named the best player in his homeland and four years later, he is widely regarded as the best of his generation. The attacking midfielder is supremely talented. He’s an excellent dribbler, creative, has a deft touch and is lethal from set pieces. He oozes the quality that would make him an entertainer in the A-League. He wouldn’t likely come cheap given his profile in Vietnam, but he could be seen as a sound investment, especially for a Sydney or Melbourne club, and would do wonders for the A-League’s broadcast audiences in Vietnam.

Humam Tariq, Iraq
The 25-year-old attacking midfielder is one of the biggest names of Iraqi football. He made his debut for the Lions of Mesopotamia at just 16. He’s since flourished into a first-team regular, an entertainer and a fan favourite. He has 1.2 million followers on Instagram and a flurry of dedicated fan sites. He’s a skilful, quick, attacking midfielder or winger, he’s creative and can score. Perhaps his career hasn't quite reached expectations yet – he’s playing his club football in Libya. Perhaps that could present an opportunity for an A-League club.
