NZF never said they weren't willing to invest - they just said they need to make sure that when they do it is done in a considered way.
That makes sense - I would hate to see any organisation spend money they can't afford just to appease their fans.

You've got to spend money to make money it's a short sighted quote - lots of people/companies have spent money and lost it all through mismanagement.
What I will say is, they could have communicated this better to the players, sat down with them to explain etc. That was a missed opportunity.
