I actually like it that way. You're trying to split two teams so I think doing head to head is more relevant than how much each team can beat southern by. It's was gone this way in La Liga.
Standard approach in UEFA run competitions (i.e. Champions League, Europa League, EUROs).
It does work better in a tournament format. As GD only goes over 3-6 games, compared to H2H going over 1-2 games. Even then I prefer GD for its simplicity.
But for a season long competition, GD is by far the best.
