Final squad will be 23 players, notionally 2 for every position and 3 goalkeepers.
Given that any one of those can get injured between now and then, it makes sense for there to be cover for each position, which means at a minimum 34 (23 + 11) players involved this far out.  41 is not much above that. 

The other thing to note is that with FIFA regulations, a long list the "release list"  has to be provided sometime before the tournament starts ...

it is probably a fair assumption that those 41 are on that list.
