Nope.. Highlights an example where the simple process of sending a fax requesting an exemption should have been applied for and would likely almost certainly have been granted.
Its not following the rules that is stupid...

All I did was google "FIFA change of association application"

it literally only needs a confirmation signed by the player, documentation showing nationality, a list of all games they've played for the association they're changing from and confirmation they've never played an "A" international for that association.
Seems a really simple process.
