Unlike a lot of Sth American countries Argentina I don’t think ever had many slaves, so if there are any people of African descent there, definitely a very small number. Chile meanwhile now has a big number of Haitians for some reason. A society is more likely to not call out racism towards a race if it has zero people of that race within its borders
