Within the new rulings is the new Article 9(5):

A player that was: a) granted a change of association; and b) was not fielded in a match in any (official or unofficial) competition in any kind of football by the new association, may request a change of association back to his former association provided he continues to hold the nationality of such association.

So if she doesn't play for Germany she may choose to switch back to NZ

Also not in that article but in the new rulings is a change to article 7(d):

No longer is there a requirement to have lived on the territory for 5 years after the age of 18:

d) He has lived on the territory of the relevant association.: i) for players that began living on the territory before the age of 10: at least three years; ii) for players that began living on the territory between the age of 10 and 18: at least five years; iii) for players that began living on the territory from the age of 18: at least five years.

Liam moved to NZ in 2004 when he was just 6 which means that when he first played for SA in 2015 he was also eligible for NZ (assuming he has NZ citizenship?) so now he can switch if he wants.
