I think it is because it's a position not specialised in until they are 13/14 so takes a few years to catch up to the outfield players who most likely started in the 6-9 year range.

Then they are lucky to get decent training. I know a girl who trialed at fed level a few years back as an outfield player, saw she wouldn't make it, trialed as goalie got in, received 3 actual goalie training's over 2 seasons, rest of time trained as an outfield player and was goalie for the end of training games for the balance of her "Goalie training".

I think things have improved now with fed Goalies getting goalie specific training each session, but it may take a few years for us to see the improvement.
