In which case those franchise entities would not likely ever get back. In CHCH case the only club likely to have the $ to take on NL costs would be Chch(Russia) united. Completely destroy concept of a cantab rep team in the NL. 

Also, no quota for youth players = a league for recycled journeymen players.
