I think it needs to retain the summer format so the youngster can play all year round once combined with winter football.
The franchise/club thing is interesting. Both ways have their pros and cons. While many of the ASBP clubs are essentially a winter club in disguise, if it was run like a champion league, would then that reinforce a dominant club in each region during the winter. ie would the entire TeeDubs team go back to playing Miramar in the winter. If so, that would create a pretty one sided winter league.
