Thing is he's not really in the know with these things, which is why it surprised me that he'd heard the rumours and seemed so sure and it made me wonder if something had happened without me realising it.
I think this would be a bigger noise than your mates reckons 
It has appeared on YFF a few times already, always very confidently with seemingly nothing backing it up. Can't recall everywhere I've seen it mention, but has been mention on CL2 thread before.

As things stand though, I consider it just a rumour, but a weirdly persistent one.
It’s persistent because NZF (and CF?) wants to solve the huge cost of the Southern League by diluting it / absorbing some of the cost into the MCL! But with the centralised cost model it would be a ridiculous cost! *(for us)
