I think the same thing happened last year with byes then happening in Round 1 which is a odd way of doing it.

Northern and Central/Capital draws don't look right.

Northern has 12 Northern League + 55 others.  Prelim + R1 should whittle 55 down to 20, that is 15 games Preliminary and 20 games in R1, instead there are 16 games in the preliminary which will leave 39 others for R1 (plus the 12 Northern league sides with a bye in R1).

Central will have after the Preliminary round 9 Central League + 3 Central and 14 Capital sides.  Which I guess means 6 Central League sides will have a bye and 3 Central League sides will have a game in R1.  If the 9 Central League sides had a bye to R2, then the preliminary + R1 would be whittling 21 down to 7 which would require 7 preliminary round games, not 4.
