Disagree on your line of reasoning. While I don't like or endorse his side line behaviour, I also don't endorse the way players treat referees in this game full stop. The rules are there for both the officials and the sports governing body to put a stop to all of this oafish and threatening behaviour towards officials and they are not doing it. It doesn't help when officialdom comes up with substandard or inconsistent calls as that only erodes the relationship further. Players are unlikely to change their behaviour when 1. there are no sanctions for not doing so and 2. If crap and unreasonable calls are made by officials without any recognition that bad decisions have been made and no apparent censure for poor officiating.

James Dean is covering off my thoughts on the matter fairly well. Angell is an embarrassment to the Handy and to Hawkes Bay football and should be held to account for his demeanour on the sideline. I understand completely why he does it, and anyone who has played with me or seen me coach will know I have a very similar disposition to Angell at times, but I'm ashamed of it when I reflect on my actions where he doesn't seem to learn, and seems to actually defend his actions at times.

It isn't Angell's place to hold the officials to account, no matter how bad they are.
