I think thats a bit harsh , I think what is required is someone needs to take charge and determine what direction this franchaise needs to take , this should be a franchaise owned by clubs , each club should invest 2000-3000 in the franchaise and for the investment you get your say on the board , the board should be a representation of the clubs in Otago , clubs that cant afford the contribution should pay say 500 - 1000 and still have a seat on the board but have minimal voting rights when it comes to voting on important issues ???
