Iirc this outcome was the original idea of snaking the order. It made the expansion teams too strong. Other variants were then tried, and am sure we settled on the one I posted above as being the fairest for all. the expansion teams ended up middle to lower middle, while everyone else kept the strength of their squad about the same relative to everyone else (according to average ADP).
