Absolutely. For such a repeat offence, anything less than the maximum ban across all football would be a travesty. More likely FIFA will just make it 10 international games.
With the tackle that injures someone, tackles genuinely are part of the game and most of the time it's impossible to tell whether there was intent to injure, or whether it was just mistimed and reckless. There is no disputing the intent here.
Now the Uruguay President has given him a pardon. Apparently it's unfair to punish retrospectively. Should punishments be in advance before things happen then? Imagine if that was how justice worked!
