Yep, that's true too, it's only if he acquires NZ citizenship at some point after birth that the parents or grandparents place of birth comes into it. 

IIRC Themi has never lived in NZ either and he is definitely eligible

In that case though he wouldn't be eligible under FIFA rules though because it specifically talks about parents and grandparents place of birth. IIRC that's how Themi is eligible too
