Story is 2 months old now, but sounds like Giresunspor can't sign any new players at the moment. Also they couldn't pay upfront all the cash they owe Joey C, and have agreed on a sort of payment plan. So sort of makes a bit more sense with that info that he returns there next season. But yeah still a bit weird.

Bitexen Giresunspor, one of the Spor Toto Super League teams, has reportedly reached an agreement regarding the receivables of New Zealand player Joseph William Champness.
In the written statement made by the club, it was stated that Giresunspor, which has a transfer ban for two terms, continues to work meticulously in line with the interests of the club.
In the statement, it was reported that club president Nahid Ramazan Yamak had a meeting with Joseph William Champness, who was in the squad in the 2021-2022 season and who unilaterally terminated his contract and left the team, citing his past receivables.
In the statement, it was stated that an agreement was reached with the player who applied to FIFA regarding his receivables, and it was noted that:
"Our President, Nahid Ramazan Yamak, invited the player to our country and held a meeting in Istanbul, and after the meeting, an agreement was reached on the payment plan regarding his file in FIFA, arising from his receivables from the 2021-2022 season.
The registration period transfer windows published by FIFA on March 31, 2023 and Taking into account the new changes that allow players without clubs to transfer outside of the transfer period, an application has been made to the TFF in order to benefit from the aforementioned player again for the next season, and necessary initiatives have been initiated.
We state that we expect a positive opinion from our federation in order to re-employ our player from the 2023-2024 season, and we present our respects to the sports public."
