I read somewhere - I think it was on Cricinfo - that Vincent had admitted to spotfixing during a County game, so that would be under ICC jurisdiction. I guess the ICL stuff is supporting evidence for the stuff they do have control over.
I read somewhere that he did it in an Aces game in South Africa at some point also. So definitely not just ICL.
