Yeah home dominance coupled with who is drawn to play you at home (FTP) are the major factors that dictate rankings. If you manage to win a series away to a team ranked in the top 4 you will jump up the rankings but that is rare. Best way to remedy this IMO? Away teams get to decide whether they bat or bowl. That way, in theory, wickets are prepared with the intention of being fair for both sides. The other part of it would be to ensure the FTP is fair, including how many tests/ODI's are played (T20s fit in if/when possible) each tour. Currently I think it's obvious that it isn't fair across the board.
