is this like "Kiss Chase", but with a rugby ball?

All I do is make the stuff I would've liked

its just like touch rugby, same principles except each player has 1 velcro patch on each hip, which has a 20 cm x 7 cm "flag" attached to it. As you would "touch" someone in Touch Rugby, the "flag" or "tag" has to be ripped off and thrown to the ground to initiate the next "play the ball"

kicking is allowed but kicks must stay below shoulder height.
