I can only assume that it was because they were "foreigners" coming in and taking business away from the "locals". But perhaps that is an unfair assumption to make.

Whatever it is she seemed like a douche.
It was written that way to give you the impression that it was a race issue.
While slipping in her real issue,which was that it's a franchise that poses a danger to small businesses in the area (which is a legitimate concern,if the franchise runs at a loss to run others out of business,then jacks the prices). Also that it was allowed to open without proper process being followed.
I don't know actual facts so this isn't my opinion,I'm just pointing out what her issue actually was.

The problem with that theory is that it isn't actually a franchise.

Also, she threatened to investigate the guys immigration status (for the record he is an NZ passport holder.)
