May have been more late 90s.

Olympic/Nix/Karori/Miramar have reserve sides in Cap Prem.
Petone/Wests/IBU/NW/SO have reserve sides in capital 1 but the later two I think have been relegated to Cap (both finished in bottom 2). Petone also won C1 so will be in prem next year. 

Not convinced having very good cap prem sides playing teams in cap 2 is a great idea.
