Therein lies PART of the problem.

I find point 15 interesting, while clubs are held to account (vis a vis Clubmark etc) by Mainland in an entirely different manner referees offer the fact they are volunteers as some sort of mitigation for any mistakes they might make? Double standards certainly won't help the situation.
