If it were up to me, all 12 teams would play round 1, 6 winners go through plus either 1) 2 best losing sides or 2) 2 randomly drawn sides also go through.
Just my opinion but if everyone has a chance to be knocked out of round 1 it makes it more fair given it's such a small competition.
