I think the rules say three or more players on International duty so is a training camp considered International Duty?

From the regulations (see below) which does cover training camps but the way it reads does not mean a deferment is automatic.
(f) In the event of three (3) or more players, from the same team, being called
up to participate in any National Association team training camp, fixture or
tour under the control of NZF, the club can apply to its District Federation
or to NZF, where appropriate, for dispensation to postpone any games that
may occur whilst these players are on national duty or such other
dispensation as NZF may agree in writing in its sole discretion. In the event
of any dispute the granting of any dispensation shall be at the sole discretion
of NZF.
