I'm fairly certain it can be anybody. If you go by what happened in the WMPL game a couple of years ago Mainland deleted the result of a Halswell v Coastal game (Coastal I think won 9-0 on the day) and gave the result as a 3-0 loss for both teams as they both fielded ineligible players. Neither side complained but somebody independent of both clubs notified Mainland and they took action.
