I guess from my point of view the problem is from 15s up. Once upon a time we had strong club and school teams side by side in the super youth and both funneled into mens competition.

17s is almost counter productive from my perspective. Why put what could be a handy grade for young fringe reserve players on at the same time?! merge it with 15s into an U/16s played earlier in the day -1045am like 18s and let kids who are good enough do both (Like we've finally got back for the school lads). As has been said the waters and gradings are muddied from 14s up due to schools so why try and keep the current system going?

The school vs club thing is hard. It works very very well in wellington yet down here its a massive clusterf*ck with bickering and aggro from both sides. Who has the stronger school 1st XI and mens clubs? I'd have to say wellington tbh and I put that down to the development programs and competitions supporting both groups.
