Cup is run by NZ Football not the Federations so any team can pay and enter. I see that NZ Football are now conducting the draw from Round 1 after several cock-ups in recent years around the regions.
The federation still signs off on the cup entry though. Thats why entries were sent to mainland football with cheques payable to mainland football.
