I dont see it as an issue tbh, the kids/family will follow the coach if they're in that age group etc. my suggestion about contracting could be looked at another way - appoint coaches who work in different age groups (it'd remove the bias and be seen as protecting clubs) but may prove difficult as a large portion of the rep coaches are parents.
