Good call Vim yes if the cards were checked weekly and acted on if required then any brenches would be dealt with straight away. Does seem strange that looks like another club have to make a complaint rather than Mainland enforcing their own rules. 

In the good old days of CFA this task was undertaken by volunteers, and all cards were checked (Seniors and Juniors)! Interesting that Mainland with a payroll of $800,000 p.a. can't check any.
Sorry to quote myself guys but just had a thought -
why don't the referees check the cards on a Monday? They surely have access to the Mainland player database and they love enforcing the rules. Could be another income stream for them apart from the $35 per game clubs are paying?
