The only way to get the clubs to work together is for them to sit around the table and nut it out between them. The only way it will work is if it is in the clubs best interests. Mainland consult and then dictate, they are the one's holding the game back here. Will they have the courage to do it? I doubt it. Your assumption that the clubs have control through Mainland is correct, the problem is their are far too many mediocre clubs, everything is dumbed down to meet their needs.
Each club has very different ambitions, resources and challenges. Therein lies the problem. As to the club forum, that process is being "managed" via Mainland's individual meetings with the clubs. (Any feedback on those by the way?). At some point Mainland will have to aggregate that feedback, but I hope they do realise , see and support vastly different club ambitions.
