I had discussed this with a few people in previous years. The feeling is that _IF_ Nelson Suburbs happened to get relegated from the Southern League they would drop to the Mainland Premiership, not to the Nelson Bays Premiership. However your point about Teams from the Nelson Bays Premiership going into the playoff series for the Southern League carries a lot of weight.
I think your structure makes sense and I am interested to hear what others have to say. In the interim I have altered it to show the structure you proposed.
With regards to Div 2 when Halswell AFC and Mid Canterbury FC Red withdrew, did they move to another division(s), or are they not competing after having withdrawn?
