Foley might be able to bankroll it, in conjunction with the NZ Govt.

I see the Govt are part funding the FIFA 4 team tourney in March.

Then you have China Eastern Airlines potentially being a sponsor. They launched their new twice-weekly flight route connecting Auckland and Buenos Aires in December. Wayne Brown scored a seat on the first flight.
