Normally would put that down to FFA incompetence but I am assuming the lists originate from the clubs, so it is probably an oversight by us?

Yeah, I am pretty sure I read he is going to Lower Hutt

Yep but the same thing happened with Fenton (released with the intention of re-signing for next season) & he is included in the list.
