Dev/Yth for my scouts are 16/17; 18/10; 20/12; 16/20. I think it's the first time I've ever had all 4 scouts and the YA say the same potential for a player.
I'm wondering if it's a situation where he'll get to around 3.5* by the end of his bloom (or a bit less probably) and then slowly creep up until he reaches close to his potential when he's 27 or 28
