Isn't that exactly how it works at the moment? Eugene Galekovic was a marquee as an example. All teams can make any player in their squad a marquee. I have never heard of a marquee being denied because they weren't enough of a big name.

Don't think i've heard of a case where the 'marquee' rules were actually enforced? We made McKain marquee didn't we?
