I don't know - I'm not an immigration lawyer obviously but on the immigration website (https://www.govt.nz/browse/nz-passports-and-citize...)

it says this:

  • you already have the right to be in NZ indefinitely (you're a permanent resident of NZ or Australia, or you’re Australian)
  • you’ve lived here for at least the last 5 years
  • you intend to keep living here
  • you speak English, and
  • you're of good character.

Roy applied for his residency when he joined the nix, but has been here for 7 years according to Merrick. It doesn't say you have to be a permanent resident for five years, just that you've lived here for five years AND are a permanent resident.
