FYI:
The two guys were part of group, of about fifteen , from a Spurs supporters group. From Auckland I think. They were asked to take the flag down by security. They were reluctant to do so and the security had to get someone 'from the office' to come and explain why to them. 
At the time they had originally hung it they'd had it pointed out to them, by fans nearby, that it would be taken down.

FFA rules says no to  "(j) signs, banners, flags and clothing displaying offensive, political, National, racial or unauthorised commercial material; "
