Yes, that is why Fitzgerald can't represent NZ atm.

Are you sure about that. The fact he was born here means he can play for NZ, just like Januzaj was elligble for 3 countries.....

I think for FIFA, birthright applies regardless.

Eligibility is one thing, but you also need to be able to submit a passport from the country of the national federation that you're representing, and you can't do that if you don't have the citizenship.
