I can kind of see why the handball law was changed. We now live in a VAR world, and the rules changed to reflect the use of the technology. It is easier for someone in the VAR booth to use the technology to confirm if the ball actually hit the arm or not and what position the arm was in. The old rules of if it is intentional or not comes down to interpretation, which can not really be decided so clearly by VAR technology. Decisions that require interpretation from multiple different referees are always going to be way more inconsistent than a clear did it or did in not hit the arm.
I'm not suggesting I agree with the new handball rules. (there still seems to be alot of debate about what arm position makes your body shape unnaturally bigger) But that is what we have, and if it means more consistent ruling, I can live with that.
