Sort of but not really.

It's the AVERAGE of the attendance for the rounds/weeks of the competition for that month over each of the years the Phoenix has been in existence, broken down by whether the previous home game was a win, loss or draw.

So given that it's the average of multiple years some of the on the back of a run or results effect is mitigated, but yes it does still have an impact.
