I think the EPL is often more about pace and strength than it is about technique. While he could perhaps succeed at a club like Swansea which play technical free-flowing football, however, most clubs in England wouldn't use him wisely. There is also the weather. Dribbling isn't easy when it's raining eight games out of ten. Also, the referees don't protect players very well there. So it's not really a question of whether he's up to playing in England. It's a question of where his skills would be best utilised and where he wouldn't be needlessly kicked most games. Plus he's Chilean, he'd probably be far more comfortable in a latin league. Holland would also be a good option though based on the style of football they play there. Anyway, I hope his advisers are smart enough to lead him away from the bright lights of the premier league.
