I don't think we will be using all 23 roster spots. I get the feeling we will sign 2 more strikers (1 visa & 1 domestic) to bring us up to 21 senior players.

A naive question as I don't understand the salary cap or how the Phoenix budget for any given season, but if we only sign 21 players, does that mean we can pay the existing players more, or save more money for a marque player??
