If you're bored and buy a scratchy for fun,and get back what you spent,then there is an argument that you won money,as you effectively got free entertainment. A better analogy would be if you went to a movie,spent $16 and when you got in they said "congratulations you've won $16!". It'd be a win.

If you bought the scratchy in the hope of winning money,then it isn't a win.
