Instead, Burgess uses the passive voice to suggest a broader and more objective "cause for concern" (something they actually teach you not to do at journalism school).

Burgess doesn't explicitly give his own opinion, but his framing of facts is clearly designed to squeeze the most FUD possible out of the story. And Morrison's participation in the article, combined with his Giltrap scare story of a few weeks ago, suggest that they're working together.
