Burgess doesn't explicitly give his own opinion, but his framing of facts is clearly designed to squeeze the most FUD possible out of the story. And Morrison's participation in the article, combined with his Giltrap scare story of a few weeks ago, suggest that they're working together.
I agree that Burgess wont be giving Terry any change at all, he has a bent perspective on him. But the bold above, thats a long bow. Morrison is good for a quote or two, that is the only real conclusion you can draw on their relationship.
