Steve Tew was on Radio Live this arvo, they're not selling the franchises they're just looking for investors to take a 'license' to run the club but the franchise will still be owned by NZRU. It's a bit like how the A-league has been run except the NZRU will still pay the wages of the players who qualify to play for the ABs.
