From Regulation 10, 2014-15.....
21.19 Notwithstanding anything to the contrary:
21.19.1 Neither the National U-20 Selection nor the Wellington Phoenix is eligible to be a New Zealand entry in the OFC Qualifying Competition of the FIFA Club World Cup;
21.19.2 Should the National U-20 Selection or the Wellington Phoenix finish in a place in the Championship and/or the League such that it would have qualified for the OFC Qualifying Competition of the FIFA Club World Cup if it were not for this Clause 21, the entries will be as follows;
a Should the National U-20 Selection or the Wellington Phoenix win the Championship Final, the highest ranked entry shall be the losing finalist from the Championship Final, unless the losing finalist from the Championship Final is the National U-20 Selection or the Wellington Phoenix, in which case the highest placed Participant in the League will determine the highest ranked entry; and/or
b Should the National U-20 Selection or the Wellington Phoenix win the League, the second ranked entry shall be the next highest placed Participant in the League; and/or
c Should the losing finalist from the Championship Final and the next highest placed Participant in the League be the same Participant, then the second ranked entry shall be the next highest placed Participant in the League; and
21.19.3 NZF in its absolute discretion retains the right to interpret and decide the effect of this Clause 21 and determine the qualifier(s) for any OFC Qualifying Competition of the FIFA Club World Cup;
LOL at 21.19.3 - NZF in its absolute discretion can do whatever it likes. What's the point of having any rules!

I guess it's a lazy way to cover themselves for some unexpected circumstance. But you're right, it's a joke and reads as 'NZF has the right to ignore the above rules' - which is very open to abuse and defeats the purpose of having them in the first place.
